Viktor Ya.Grin was born in 1951 in the Moskalensk District, Omsk Region. In 1976, he graduated from the Sverdlovsk (Ekaterinburg) Law Institute with degree in “Legal science”

1968 - 1969 – worker of the Haydite and Ferro-Concrete Products Plant (HFCPP) in Omsk

1969 - 1971 – military service

1971 - 1971 – metalworker of the HFCPP of the Ferroconcrete enterprise in Omsk

1971 - 1972 – motor-mechanic of the Machine-Building Design Office in Omsk

1972 - 1976 – student of the Sverdlovsk Law Institute, Sverdlovsk

1976 - 1978 – trainee, Investigator of the Public Prosecutor’s Office of the Soviet District in Omsk

1978 - 1979 – Assistant Public Prosecutor of the Soviet District of Omsk, Omsk Region, Omsk

1979 - 1980 – Public Prosecutor of the General Supervision Division, the Omsk Regional Public Prosecutor’s Office, Omsk

He is 1st Class State Counselor of Justice.
