Alexander V.Gutsan was born in 1960 in the Gatchina district of the Leningrad Region. In 1987 he graduated from Leningrad (Saint Petersburg) State University with a degree in “Legal science”

1976 - 1978 – disciple of toolmaker, toolmaker of the Leningrad Electromechanical Plant, Leningrad

1978 - 1981 – military service

1981 - 1982 – student of the preparatory department of Leningrad (Saint Petersburg) State University, Leningrad

1982 - 1987 – student of Leningrad (Saint Petersburg) State University, Leningrad.

1987 - 1989 – trainee, Prosecutor of the Department for supervision over consideration criminal cases in courts, the Prosecutor’s Office of Leningrad, Leningrad.

1989 - 1992 – Assistant Public Prosecutor for supervision over investigation in state security bodies of Leningrad, Leningrad.

1992 - 1995 – Public prosecutor, Senior public prosecutor of the Division for Supervision over Execution of Laws on Federal Security, the Saint-Petersburg Prosecutor’s Office, Saint-Petersburg.

1995 - 2000 – Head of the Division for Supervision over Execution of Laws on Federal Security, the Saint-Petersburg Prosecutor’s Office, Saint-Petersburg.

2000 - 2005 – Assistant to Deputy Prosecutor General of the Russian Federation (at the place of location of the Department of the Prosecutor General’s Office of the Russian Federation in the North-Western Federal District), city of St.Petersburg

2005 - 2007 – Deputy Director of the Federal Bailiff Service – Deputy Chief Bailiff of the Russian Federation, city of Moscow

2007 - present – Deputy Prosecutor General of the Russian Federation, city of Moscow.

He received state and departmental awards on numerous occasions for his contribution to promoting the rule of law and public order.

He is 1st Class State Counselor of Justice.
