He was born in the Mlinovsky District of the Rovno Region, Ukrainian SSR. In 1978, he graduated from the Higher Political School of the USSR Ministry of Internal Affairs. He has a diploma in law.

He received state and departmental awards on numerous occasions for his contribution to promoting the rule of law and public order.

He is 1st Class State Counselor of Justice.
