He was born in 1960. In 1987 graduated from Kazan State University with degree in “Legal Science”.

1978 - 1981 – service in the Armed Forces.

1981 - 1982 – student of the preparatory department of Kazan State University, Tatar ASSR

1982 - 1987 – student of Kazan State University, Tatar ASSR.

1987 - 1988 – trainee of Yelabuga city Prosecutor’s Office of Tatar ASSR, Yelabuga, Tatar ASSR.

1988 - 1991 – Assistant to the Elabuga City Prosecutor of Tatar ASSR, Yelabuga, Tatar ASSR.

1991 - 1993 – Senior Investigator of the City Prosecutor's Office of Yelabuga, Yelabuga, Tatar ASSR.
