Extradition of Russian Citizen Konstantin Tsvetkov, Accused of Fraud, from Republic of Cyprus to Russia

The competent authorities of the Republic of Cyprus on 15.10.2009 complied with the request of the Prosecutor General’s Office of the Russian Federation on the extradition of the Russian citizen Mr. Konstantin Tsvetkov for bringing him to justice for the commission of the crime, envisaged by Article 159 (4) (fraud committed by a group of persons by prior collusion, on an especially large scale) and three crimes, envisaged by Article 159 (3) (fraud, committed by a group of persons by prior collusion, on a large scale) of the Criminal Code of the Russian Federation.

It has been established that Tsvetkov, pretending to be the executive director of ZAO KONRACT-TEXIL, in August 2006 by means of deceit and abuse of trust concluded a number of purchase contracts for yarn on the condition of delay payment. After the delivery of the goods he did not pay for them and after termination all his activities escaped causing money damage for the amount of over 2 million 837 thousand rubles.

The criminal case against him is dealt with by the Investigative Department at the Ministry of Internal Affairs for the Ivanov Region, which has been searching Tsvetkov since October 2007.

In November 2007 he was placed on the international wanted list, due to which in June 2009 he was apprehended at the territory of Cyprus.

Owing to the close cooperation of the Prosecutor General’s Office of the Russian Federation with the Ministry of Justice and Public Order of the Republic of Cyprus the decision was taken to comply with the request for extradition of Tsvetkov to the Russian Federation.

On 13.11.09 Tsvetkov, accompanied by special convoy, was to Moscow and put in the pre-trial prison for further transfer to the place of preliminary investigation.
