Meeting of the Coordination Council of Prosecutors General of the Member-States of the Commonwealth of Independent States took place in Dushanbe

Today, on September 20, 2018, the 28th meeting of the Coordination Council of Prosecutors General of the Member-States of the Commonwealth of Independent States took place.

The meeting was held in Dushanbe, the capital of the Republic of Tajikistan, which holds presidency in the Commonwealth of Independent States in 2018.

Delegations of the prosecutor’s offices of Azerbaijan, Armenia, Belarus, Kyrgyzstan, Russia, Tajikistan and Uzbekistan, as well as representatives of the Executive Committee of the Commonwealth of Independent States and those of the Anti-Terrorism Center of the Commonwealth of Independent States participated in the meeting.

Mr. Yuri Chayka, the Chairman of the Coordination Council of Prosecutors General and the Prosecutor General of the Russian Federation thanked organizers for the warm and friendly welcome and applied to the members of the Coordination Council with a welcoming speech.

Mr. Gerhard Jarosch, President of the International Association of Prosecutors, who took part in the meeting as an honored guest, also delivered a welcoming speech.

During the event, participants exchanged information on the best practice of the prosecutorial activity, including in the sphere of combating terrorism, corruption, guaranteeing the observance of legality during the processes of investigation and inquiry, counteraction to driving vehicles under alcohol influence, and shared experience on using new information technologies when conducting supervisory activity.

When delivering his speech, Prosecutor General Mr. Yury Chayka provided the information on the practice of prosecutor’s supervision over execution of legislation on industrial security, and drew attention to the fact that the joint actions on securing legality in this sphere will help to reduce the technology-related risks and to secure ecological balance.

Participants of the event paid particular attention to the examination of issues on the crime rate on the territory of the Commonwealth of Independent States, to the activity on protection of human rights, practical implementation of international treaties in the sphere of combating crime and counteraction to corruption. Recommendations on improvement of the prosecutor’s activity in these directions were adopted.

On the threshold of the meeting of the Council of the Heads of States of the Commonwealth of Independent States, which is to take place in Dushanbe on September 28, this year, issues on participation of the prosecutor’s offices of the Member-States of the Commonwealth of Independent States in realization of the intergovernmental programs on cooperation on combating different crimes became an important matter of the meeting agenda.

This issue was also raised during the meeting of the heads of delegations, participated in the sitting of the Coordination Council of Prosecutors General, with the President of the Republic of Tajikistan, Mr. Emomali Sharipovich Rakhmonov.

Another issue that was examined was the implementation and prospects of further realization of the approved during the meeting of the Coordination Council of Prosecutors General in 2017 of the Program on sharing experience in the sphere of protection of rights and legitimate interests of underage. Practical execution of this Program is being actively secured by the Prosecutor General’s Office of the Russian Federation.

Mr. Yury Chayka, Prosecutor General of the Russian Federation, was again elected as the Chairman of the Coordination Council of Prosecutors General. For the purpose of increasing the efficiency of the fight against corruption, on the margins of the sitting of the Coordination Council of Prosecutors General he signed the Agreement on Cooperation between the Coordination Council and the Interstate Anti-Corruption Council, whereto Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia are participants. On behalf of the Interstate Anti-Corruption Council, the Agreement was signed by its Chairman, Prosecutor General of the Republic of Armenia, Mr. Artur Davtyan.

Participants of the meeting approved the suggestion to hold the 29th meeting of the Coordination Council of Prosecutors General in the Kyrgyz Republic in autumn 2019. Moreover, the initiative on holding the 30th meeting of the Coordination Council of Prosecutors General in 2020 in the Republic of Uzbekistan was also taken into account.

During the closing speech the Chairman of the Coordination Council of Prosecutors General, Mr. Yury Chayka, noted that the meeting was held in the atmosphere of trust and mutual understanding. He also mentioned that there was a need to continue collaboration for the purpose of coordinating the struggle with the most dangerous types of crimes, protecting human rights and freedoms.

Within the framework of the meeting, Mr. Yury Chayka, Prosecutor General of the Russian Federation, held bilateral meetings with his foreign colleagues. As the result of the meeting with the Prosecutor General of the Republic of Uzbekistan, Mr. Otabek Muradov, the Program on Cooperation between the Prosecutor’s Offices of Russia and Uzbekistan for 2019-2020 was signed. This Program provides for the conduct of a number of joint events aimed at sharing of experience on the most topical directions of the prosecutorial activity, including in the sphere of counteraction to the use of the Internet for dissemination of the terrorist ideology.
