On the results of work aimed at strengthening and promotion of the Russian-Cuban prosecutorial interaction

Almost 10 years ago, on 5 October 2011, the Agreement on Cooperation between the Prosecutor’s Offices of Russia and Cuba was signed. For the last years a great volume of work aimed at strengthening and promotion of interaction between the Russian and Cuban prosecutors both in bilateral format and on different international fora has been done.

More than 20 events on exchange of experience on the most topical directions of prosecutorial activity were conducted within the framework of implementation of four cooperation programs.

For the last years, on the basis of the Department of Professional and Advanced Training of the University of the Prosecutor’s Service of the Russian Federation, education of five groups of the Cuban prosecutors was organized.

Delegations of the Prosecutor General’s Office of the Russian Federation participated in four international conferences on the criminal law issues, organized by the Prosecutor General’s Office of Cuba in 2012, 2014, 2016 and 2018.

The coronavirus pandemic has not become an impediment to the development of the Russian-Cuban dialogue. The resumption of meetings became possible owing to the modern communication technologies.

Thus, the Russian-Cuban workshop the topic “The high rank of a prosecutor: requirements for prosecutors, peculiarities of designation to a post, termination of powers of prosecutors in Russia and Cuba, awards and disciplinary measures” was conducted in a videoconference format and finalized the forth program on cooperation between the Prosecutor General’s Offices of the Russian Federation and Cuba.

Representatives of the General Department of Personnel and General Department of International Legal Cooperation of the Prosecutor General’s Office of the Russian Federation, and representatives of the corresponding divisions of the Prosecutor General’s Office of the Republic of Cuba, including Patricia Maria Riso Cabrera, head of the Department of International Legal Cooperation and Foreign Affairs, participated in the workshop.

Participants of the meeting indicated that, in spite of common grounds on many approaches to work with personnel within the prosecutor’s offices of Russia and Cuba, there are some differences, the examination of which allows improving the effectiveness of work of prosecutorial activity in this direction.

During discussions, foreign colleagues underlined practical importance of lectures in 2019 in Havana on the work of psychologist in bodies of the prosecutor’s office of Russia. The information received was used for psychological testing of candidates while their recruitment to the bodies of the prosecutor’s office of Cuba.

Continuation of exchange of experience within the framework of implementation of the program events is important both for prosecutor’s employees of Russia, and for our partners, and in this connection, Prosecutor General of the Republic of Cuba Yamila Pena Ojeda, who joined participants of the workshop, confirmed the interest to conclude another cooperation program.

The Prosecutor General of the Republic of Cuba underlined the importance of exchange of experience on work with personnel and highly appreciated positive dynamics of development of the Russian-Cuban partnership as a whole.

The Cuban colleagues have been invited to Russia for participation in the ceremonial events dedicated to the 300th anniversary of the Russian prosecutor’s service in January 2022 and for signing the fifth cooperation program.
