At the request of the Prosecutor General’s Office of the Russian Federation the competent authorities of the Federal Republic of Germany extradited the RF citizen Yury Belorybets to Russia.
He is accused by the investigation bodies of the crime defined in Article 159 (4) (fraud) of the Criminal Code of the Russian Federation.
According to the investigation, from July 2008 to September 2012, in Novosibirsk, Belorybets, director of SibRegionStroy, together with accomplices carried out construction of transport infrastructure facilities of the Industrial and Logistics Park of the Novosibirsk Region. Having intent to steal the budget funds, they submitted to the customer the payment requests under the contract, showing deceptive information on the works performed and the cost of the construction materials.
This resulted in the damage to the Novosibirsk Region budget in the amount of about 153 million rubles.
These funds were partially cashed and transferred to the accounts of organizations controlled by him and other fly-by-night companies.
Since Belorybets absconded from the criminal prosecution, he was put on the international wanted list at the request of the Prosecutor General’s Office of the Russian Federation.
In December 2017, he was detained in Germany, after which the Prosecutor General’s Office of the Russian Federation sent an extradition request with the view of his criminal prosecution.
Owing to the close cooperation between the Prosecutor General’s Office of the Russian Federation and the competent authorities of Germany, it was possible to secure a decision on his extradition.
Accompanied by special escort, Yury Belorybets was delivered to Moscow.
