Today, on June 10, 2016, Swiss authorities are handing over a Russian national Boris SHISHOLIN following the request formulated by the Prosecutor General’s Office of the Russian Federation.
The a/m subject is charged with committing offences punishable under Article 159 (4) (fraud on an especially large scale with the use of official position) and Article 30 (3), Article 159 (4) (attempted fraud on an especially large scale with the use of official position) of the Russian Criminal Code (13 incidents in total).
The case against Mr. Shisholin is conducted by the Investigative Division of the Federal Security Service Department in the Khabarovsk Krai (Khabarovsk Territory).
Investigative authorities believe that in the late 2004 Shisholin, holding at that time the position of the Deputy Director General and Chairman of the Amur Shipbuilding Plant OJSC Board of Directors, was involved as a part of an organized criminal group in stealing of public funds distributed by the Russian Ministry of Defence through credit loans allotted by the Sberbank (Savings Bank) of the Russian Federation and repaid from the Russian budget once the relevant shipbuilding stage ended.
Thus, more than 74,5 million rubles were stolen through a fictitious broker company via unjustified price increase for products coming from manufacturing plants.
Moreover, in 2005-2006 Mr. Shisholin along with other members of the organized group attempted to steal more than 18 million rubles by illegally refunding tax deductions from the Russian budget.
Since Mr. Shisholin escaped justice and allegedly left Russia, in January 2010 he was declared internationally wanted in all INTERPOL member states.
In April 2010 we were informed that the a/m subject was residing in Switzerland. Therefore, the Prosecutor General’s Office of the Russian Federation forwarded a request for his extradition to the competent Swiss authorities.
Yet in December 2011 Swiss authorities advised us of the failure to establish the subject’s whereabouts on the territory of Switzerland.
The PGO of Russia nonetheless urged its Swiss colleagues to conduct a more active search for the subject and made every effort to make sure Mr. Shisholin gets extradited to Russia.
In November 2015 the competent Swiss authority granted the subject’s extradition, and in May 2016 the Federal Criminal Court of Switzerland dismissed the subject’s appeal against his extradition, whereupon Switzerland informed Russia of its readiness to extradite Mr. Shisholin.
Today Mr. Shisholin, escorted by the officers of the Russian Federal Penitentiary Service and Russian Interpol Bureau, gets handed over to Russia.
