Today, on April 26, 2019, at the request of the Prosecutor General’s Office of the Russian Federation, Levan Khachaturyan, Russian citizen, was extradited from the Republic of Poland. He is accused of committing a crime stipulated by Article 159 (4) of the Criminal Code of the Russian Federation (fraud).
According to the investigation, from November 2011 to January 2013, RSP Ltd., headed by Khachaturyan, concluded with 75 persons from the Voronezh, Lipetsk, Kursk, Rostov, and Moscow Regions contracts on providing services on purchasing vehicles and real estate. An obligatory condition of the concluded agreements was a transfer by the clients of 5 to 20 percent of the cost of the purchased property to the account of the mentioned organization.
However, for the whole period of activity of RPS Ltd., the obligations of no concluded contract were fulfilled. The obtained money in the amount of more than 11 million rubles was used by Khachaturyan for his personal purposes which were not connected with the fulfillment of the obligations of the contract.
Since Khachaturyan absconded from the investigation, a measure of restraint in the form of detention was selected against him by the court. He was put on the international wanted list.
In November 2017, the Interpol National Central Bureau of Poland informed of the detention of the perpetrator. In the next month, the Prosecutor General’s Office of the Russian Federation sent to the Ministry of Justice of the Republic of Poland a request for his extradition with the view of criminal prosecution.
Thanks to the coordinated actions of the Prosecutor General’s Office of the Russian Federation and to the close cooperation with the competent authorities of the Republic of Poland, it was possible to secure a decision on extradition of Khachaturyan.
The Federal Penitentiary Service and the Interpol National Central Bureau of the MIA of Russia accepted and delivered him to the territory of the Russian Federation.
The criminal case against Khachaturyan is being investigated by the Main Investigation Department for the Voronezh Region of the Ministry of Internal Affairs of the Russian Federation.
