Based on the motions filed by prosecutors, more than 4 thousand individuals were held administratively liable for corruption related offenses

In the first half of the year 2019, based on the motions filed by prosecutors, more than 4 thousand individuals, officials and legal entities were brought to administrative responsibility. The amount of fines imposed for administrative offenses of corruption nature has exceeded 580 million roubles.

The vast majority constitute administrative offenses related to the illegal employment of former state or municipal employees in commercial and other organizations after their dismissal from service (article 19.29 of the Code of Administrative Offenses of the Russian Federation). Prosecutors instituted more than 3 thousand of such cases. Based on the results of their consideration, 2.8 thousand individuals were brought to justice, and fines were imposed in the amount of more than 100 million roubles.

Quite often, prosecutors identify offenses under Article 19.28 of the Code of Administrative Offenses of the Russian Federation (illegal remuneration on behalf of a legal entity). In the first half of 2019, prosecutors instituted 220 of such cases. According to them, 187 legal entities were brought to administrative responsibility, and respective fines in the amount of 458 million roubles were imposed.

Thus, for instance, the Ryazan Region Prosecutor’s Office found that the director of a construction company had been organizing tourist trips for the chief architect of the city of Ryazan to Thailand, Malaysia and Turkey in exchange for his patronage in the interests of the commercial organization the former represents. In proceedings instituted by the prosecutor the legal entity was fined 2 million roubles.

In order to increase the efficiency of fine collection, prosecutors initiate seizure of property of persons involved in administrative proceedings in almost every case where materials are sent to the court under the cited article.

In addition, the law does not allow participation in state and municipal procurements of legal entities punished under Article 19.28 of the Code of Administrative Offenses of the Russian Federation over the past two years.

In order to implement this rule of law, the Prosecutor General 's Office of the Russian Federation has created and maintains a register of such legal entities, which is publicly available and can be found on the Prosecutor General 's Office of the Russian Federation website. For the first half of the year 2019, the register has been enlarged to include information on more than 100 legal entities held administratively liable under Article 19.28 of the Code of Administrative Offenses of the Russian Federation. In total, to date, the register contains data on more than 1,100 legal entities.
