Andrei Chernyakov, former owner and head of the construction corporation “NPO Cosmos” accused of fraud for nearly 17 billion rubles was extradited to Russia from Poland

Today, at the request of the Prosecutor General's Office of the Russian Federation, the competent authorities of the Republic of Poland extradited Russian citizen Andrei Chernyakov to Russia.
He is accused of the crimes under article 159 (4) (fraud, committed on an especially large-scale), article 159.1 (4) (fraud in lending), article 145.1 (2) (non-payment of wages) of the Criminal Code of the Russian Federation.
According to investigation, in 2011, Chernyakov, in the framework of the execution of an earlier signed investment contract, concluded an agreement on construction of a multifunctional complex of the Judo Academy of Russia between the administration of the urban district Zvenigorod, the Moscow Region, and the non-profit partnership “National Union of Judo Veterans”. Chernyakov received more than 28 million rubles to the account of OOO “NPO Cosmos”. However, he did not finish the construction and forged the acts on acceptance of completed works. He stole the acquired funds and disposed of them at his own discretion.
In the period from 2011 to 2012, Chernyakov stole the funds of AKB “Bank of Moscow” for a total amount of 14 billion rubles. This money was allocated to the OOO “NPO Cosmos” as a target loan for working capital financing in the performance of a state contract.
In addition, from 2013 to 2014, Chernyakov did not fully pay the salary to his workers. The total amount of debt exceeded 183 million rubles. Moreover, during the same period, the former head of “NPO Cosmos” stole more than 2 billion 885 million rubles from the accounts of the organization headed by him and transferred the funds to the settlement accounts of affiliated enterprises, allegedly as repayment of debt for the supply of goods and the work performed.
Since Chernyakov hid from the preliminary investigation, he was put on the international wanted list.
In December 2017, he was detained in Poland, after which the Prosecutor General’s Office of the Russian Federation sent requests for his extradition in order to bring him to criminal responsibility.
Owing to the coordinated actions of the Prosecutor General's Office of the Russian Federation, close cooperation with the competent authorities of the Republic of Poland and the provision to the competent Polish bodies by the Russian side of substantial amount of materials confirming Chernyakov’s guilt, it was possible to reach a final decision in November 2019 on his extradition to the Russian Federation.
Accompanied by a special escort, Andrei Chernyakov will be delivered to Moscow.
