Ex-Minister of the Government of Dagestan accused of fraud on an especially large scale was extradited from Slovenia to Russia

At the request of the Prosecutor General’s Office of the Russian Federation, the competent authorities of the Republic of Slovenia extradited the former Minister of Information Policy and Mass Communications of the Republic of Dagestan Nariman Gadzhiev to Russia.

He is accused of committing crimes provided for by Article 159 (4) of the Criminal Code of the Russian Federation (fraud by a group of persons by previous concert, using official positions, on an especially large scale) and Article 327 (2) of the Criminal Code of the Russian Federation (forgery of other official documents which give rights, for the purpose of facilitating another crime).

According to the investigation, from September 2012 to February 2013, Gadzhiev, knowing about the money in the amount of more than 2 million rubles allocated for 2012 to the ministry headed by him, entered into a criminal conspiracy with the General Director of Spectr Company to steal other people's property. That money was allocated for implementation of the program of development of the informational cooperation with editorial offices of federal and regional mass media for the purpose of strengthening mutual understanding between the peoples of the Russian Federation, creation of a positive image of the Republic of Dagestan for 2013.

After that, they concluded state contracts for production of informational documentary films and subsequently presented to the Ministry of Information Policy and Mass Communications of the Republic of Dagestan documentary films and programs on DVDs which had been produced before by other persons.

They signed fictitious acts of delivery and acceptance of works and, having accounted for that, stole budget funds, causing damage on an especially large scale to the ministry.

Due to the fact that Gadzhiev fled from the law enforcement authorities, a preventive measure in the form of detention was selected for him, and he was placed on the international wanted list.

In September 2019, he was detained in the territory of Slovenia. The Prosecutor General’s Office of the Russian Federation sent a request for his extradition to the foreign colleagues, and the request was granted.

Owing to the coordinated actions of the Prosecutor General’s Office of the Russian Federation and the organized close interaction with the competent authorities of the Republic of Slovenia, it was possible to reach the positive decision on extradition.

Nariman Gadzhiev will be delivered to Moscow accompanied by officers of the Federal Penitentiary Service of Russia.
