Poland extradited an accused incriminated with having supreme position in a criminal hierarchy to Russia

Upon request of the Prosecutor General’s Office of the Russian Federation, competent authorities of the Republic of Poland extradited to Russia national of the Russian Federation Oleg Pirogov with the view of making him criminally liable.
He is accused of perpetration of crimes envisaged by Article 33 part 3, Article 105 part 2 paragraphs “g”, “h” (organization of murder for hire, by a group of persons, by previous concert) and Article 210.1 (occupation of supreme position in a criminal hierarchy) of the Criminal Code of the Russian Federation.
According to the investigation, in 2006 in the Moscow Region, a few persons, among which were Oleg Pirogov aka Tsirkach and Yury Lokhmatov, struggled for division of criminal spheres of influence.
Not later than in December 2006, Pirogov decided to kill Lokhmatov, who, as Pirogov believed, had a great authority in the criminal sphere of the city of Elektrostal. Not willing to kill Lokhmatov himself, Pirogov approached his acquaintance Viktor Lazovsky, who also was one of the criminal leaders of the city of Sergiev Posad.
In December 13, 2006, at 18:00 an unidentified person, hired by Lazovsky, acting with the view of executing joint intent, shot Lokhmatov at his head in a hospital of the city of Elektrostal, which resulted in death of Lokhmatov.
Continuing his criminal activity on the territory of the Moscow Region, in May 12, 2011 Pirogov, being in the city of Moscow at the restaurant “Karetny Dvor”, in compliance with traditions of criminal communities confirmed his knowledge of their rules and traditions and occupied supreme position in a criminal hierarchy.
In the period from 2011 to 2019, Pirogov, being a person who occupied supreme position in a criminal hierarchy, created conditions for perpetration of crimes on the territory of the Moscow Region, for joining organized crime interests, and personally participated in division of spheres of criminal influence and allocation of illegal assets.
In November 12, 2019 the Babushkinsky District Court of the city of Moscow selected a measure of restriction in the form of detention in absentia.
At the instruction of the Prosecutor General’s Office of the Russian Federation, in December 2019 Pirogov was declared internationally wanted.
In July 2020 he was detained on the territory of the Republic of Poland, and after that the Prosecutor General’s Office of the Russian Federation sent its foreign colleagues request for his extradition.
Decision on extradition of Pirogov was initially taken in judicial institutions of the Republic of Poland, and then it was transferred to the headquarters of the Ministry of Justice of the Republic of Poland.
Owing to well organized and coordinated activities of the Prosecutor General’s Office of the Russian Federation, close cooperation with the competent authorities of the Republic of Poland, positive decision on his extradition was taken.
Special convoy escorted Oleg Pirogov to Russia.
