About the extradition to Spain from Russia a citizen of the USA and Israel Leonid Kaplan accused by the Spanish law-and-order bodies for committing crimes

In accordance with the instructions of the General Prosecutor's office of the Russian Federation FSB (Federal Security Service) of the Russian Federation in cooperation with the National Central Bureau of Interpol under the Ministry of Internal Affairs of Russia Leonid Kaplan (Leon Lann, Leon Lanover) was handed over to the representatives of the competent authorities of the Kingdom of Spain.
In February 2008 the General Prosecutor's office of the Russian Federation received a request from the Ministry of Justice of the Kingdom of Spain for extradition of Leonid Kaplan for bringing to criminal responsibility for the crimes foreseen by article 301 and article 515 of the Criminal Code of the Kingdom of Spain, which corresponds to part 2 of article 210 (participation in a criminal organization) and part 4 of article174 (legalization (laundering) of money or other property acquired by other persons through criminal activities committed by an organized group) of the Criminal Code of the Russian Federation. The limitation period of bringing to criminal liability under the legislation of the Russian Federation and the Kingdom of Spain has not expired.
In August 2008 in connection with the fact that in the specified request there was no information about the direct commitment of crimes by Kaplan, the General Prosecutor’s office of the Russian Federation on the grounds of article 13 of the European Convention about the extradition dated 13.12.1957 requested from the Ministry of Justice of the Kingdom of Spain for additional information concerning Kaplan.
In April 2009 the requested documents were received by the General Prosecutor's office of the Russian Federation. They stated that Kaplan was accused of the fact that being a member of an organized criminal group which controls the gaming business, carries out an illegal turnover of weapons as well as being engaged in contract killings, smuggling and other crimes, in 2003 legalized on the territory of Spain monetary means preliminary acquired in criminal method by the mentioned criminal community for the amount of more than EUR 3 million.
In October 2009 the General Prosecutor's office of the Russian Federation with consideration of the conclusion of the FMS of Russia about the fact that Kaplan has no the citizenship of the Russian Federation as well as other materials of extradition verification the competent authorities of Russia were tasked to search and arrest of Kaplan in accordance with the European Convention about extradition dated 13.12.1957.
In March 2010 Kaplan was detained in the territory of the city of Moscow.
In December 2010 the General Prosecutor's office of the Russian Federation accepted a decision to satisfy the request of the Central investigation court no 4 under the Supreme Court of Spain about the extradition of Kaplan to law-and-order bodies of the Kingdom of Spain.
The above mentioned decision was appealed by Kaplan and his lawyers in the Moscow city court and then to the Supreme Court of the Russian Federation which recognized the decision of the General Prosecutor’s office of Russia legislative and justified.
