A Russian national, accused of a mortal road accident, committed in the state of alcoholic intoxication, has been extradited from North Macedonia

Mr. Stepan PILIPENKO, Russian national, has been extradited from the Republic of North Macedonia. He is accused of the crimes, stipulated in Art. 264 part 4 of the Criminal Code of the Russian Federation (violation of the rules of highway traffic or the rules of transport vehicle operation, which entails death of a person due to negligence, committed by a person in the state of alcoholic intoxication) and Art. 264.1 of the Criminal Code of the Russian Federation (driving an automobile in the state of alcoholic intoxication, committed by a person who had been already punished for the same violation before).
According to the investigation, late at night of January 7, 2017, Mr. PILIPENKO, being drunk drove an Infiniti FX35 car. Moving along the Kutuzovsky Avenue, Moscow, he drove out to the oncoming lane and collided with a Suzuki SX 4 car. As a result, a woman who drove the car was seriously injured and her passenger died in a hospital of the traumas caused.
Moreover, the investigation established that before the accident, specifically, on March 27, 2014, a Magistrate of Judicial District No. 154 of the Khoroshevo- Mnevniki District of Moscow, revoked Mr. PILIPENKO’S driver’s license for one year and 6 months, for his failure to fulfill the demand to pass medical examination concerning alcoholic intoxication. However, on September 2, 2016, he was stopped again by a traffic policeman at 11 Ordzhonikidze Street, Moscow, for unlawful driving the above Infiniti car, in the state of alcoholic intoxication.
Since Mr. PILIPENKO had escaped from the law-enforcement authorities, an arrest warrant was issued against him and he was placed on the international wanted list.
Mr. PILIPENKO was arrested in the Republic of North Macedonia. Therefore, in April 2019, the Prosecutor General’s Office of the Russian Federation requested the Ministry of Justice of the said state to extradite the fugitive with the purpose of his criminal prosecution.
Thanks to the consolidated efforts of the Prosecutor General’s Office of the Russian Federation and close cooperation with the competent authorities of North Macedonia, Mr. PILIPENKO was extradited to Russia.
Moreover, on May 28 2019, the Prosecutor General’s Office of the Russian Federation requested the Ministry of Justice of the Republic of Serbia to allow the transit of the fugitive through the territory of Serbia. The consent was granted.
The Federal Penitentiary Service of the Russian Federation and the NCB Interpol, Russia, has transferred Mr. PILIPENKO to the Russian Federation.
The investigation against him is pending now in the Department of Internal Affairs for the Western Administrative Region of the Main Department of the Ministry of Internal Affairs of the Russian Federation for the city of Moscow.
