Two Uzbekistan nationals extradited from Russia for criminal prosecution

The Prosecutor General’s Office of the Russian Federation extradited Marat Mustavin and Khayrillo Taylanov to the competent authorities of Uzbekistan for criminal prosecution.

Marat Mustavin is accused of the fact that, being previously convicted, in the period from June 2012 to September 2014 in the Republic of Uzbekistan, acting repeatedly, by deceit and breach of trust, he acquired monetary funds of a victim to the total sum of 81 thousand US dollars.

Moreover, in December 2018, being aware that the Judicial Enforcement Unit of the Chilonzor District of the city of Tashkent had passed a resolution on interim ban to leave the country, he illegally crossed the state border and left the territory of the Republic of Uzbekistan. The Prosecutor General’s Office of the Russian Federation also satisfied the request of the Prosecutor General’s Office of the Republic of Uzbekistan for extradition of Khayrillo Taylanov for execution of a court sentence.

It was established that in February 1, 2017 in the city of Andizhan of the Republic of Uzbekistan, being a dangerous recidivist, he illegally entered a shop and secretly stole property to the total sum of 4 million and 233 thousand sums.

In May 19, 2017 the Andizhan district criminal court of the Andizhan Region of the Republic of Uzbekistan sentenced him under Article 169 part 3 paragraph “a” of the Criminal Code of the Republic of Uzbekistan to 5 years of imprisonment.

By the ruling of the Bukin district criminal court (court on criminal cases of the Bukin district) of the Tashkent Region of the Republic of Uzbekistan of 07.02.2019, the resting part of the sentence in the form of 3 years 3 months and 11 days in the form of correctional works was changed into imprisonment for the same term.

Due to the fact that Mr. Taylanov deviated from execution of sentence, on 27.02.2020 the Khandaband city criminal court of the Andizhan Region of the Republic of Uzbekistan passed a ruling to change the resting part of the sentence in the form of 3 years 3 months and 11 days of correctional works into imprisonment for the same term, and he was declared wanted.

These persons escaped from the law enforcement bodies but afterwards were detained on the territory of Russia in different period of time. The Prosecutor General’s Office of the Republic of Uzbekistan prepared corresponding requests for their extradition. Decisions of the Prosecutor General’s Office of the Russian Federation on extradition entered its legal force and the Federal Penitentiary Service was directed to enforce handing over of the said persons.

Special convoy officers escorted Marat Mustavin and Khayrillo Taylanov to Tashkent.
